\section{Minutes of the previous meeting }

The minutes of the previous meeting were accepted with no corrections. Keith
apologised for accidentally circulating the minutes in the Newsletter.

\section{Matters arising from the minutes}

\begin{itemize}
\item [\S3.] The Chairman welcomed the new secretary to the meeting.
\item [\S4.] Last year it was announced that the application to the Human,
Capital and Mobility scheme had been unsuccessful. We have since heard that it
was successful with \pounds42,000 being allocated to support young European
scientists attending the CCP4 study weekend in the years '94, '95 and '96
\item [\S6.] X-ray equipment manufacturers have been written to.
\item [\S7.] Alan Wonacott was welcomed as the industrial representative.
Phil drew the committees attention to the article in
Current Opinions reflects CCP4 in a good light.
\end{itemize}

\section{Finance }

The secretary presented the income and expenditure details for the 93/94 year
(see enclosed information). Due to industrial receipts (and the institution of
an annual fee) the account has a
surplus and this is likely to be the situation for the next few years at least.
The purchase of an alpha/vms workstation had been
approved by WG2 and could be of general use if required.

The chairman summarised
the possible options to ensure that CCP4 was able to keep any surplus.
\begin{itemize}
\item Setting up a trust fund. This idea was very popular as a flexible and
long term solution to
the restrictions of the financial system at Daresbury. However, Peter thought
this would be difficult to arrange within the current SERC regulations and Phil
suggested it would be easier to arrange through another organisation, for
example, the BCA. Peter volunteered to investigate and report back on
the possiblity of setting
up a trust fund under the new research councils.
\item Use the ESF to hold the funds.
\end{itemize}
Other ways of spending the increased income were discussed. David Rice said
that WG2 had decided thay want to employ an additional programmer to work on
CCP4 at Daresbury and a post was currently being advertised. This would cost around
\pounds 30,000 a year. Alan said that the industrial groups would be pleased to
see money being spent on another programmer and this was likely to have a
positive feedback on the resourses available to CCP4. There was general approval
of the employment of an extra programmer. Tony felt that while it was perhaps
not possible
to ask for the new programmer to be a vms expert, it was important that the
person was not prejudiced against vms, and attention should be payed to this
point in the interviews.

Another way of spending funds is to give burseries to students attending
meetings. However, it was felt that it was really the role of the BCA to do
this. Also, work projects for CCP4 could be contracted out to universities,
as was happening with some of the Cif work this year.

The Chairman summarised that the amount of surplus money was unlikely to be a
problem this year or the next, but we do need to prepare for the future and he
proposed setting up a sub-group to investigate the idea of the trust fund and
also to look into integration with the ESF. Members of the sub-group would be
himself, Peter Lindley, Phil, Keith and Sue. This proposal was agreed by all.

\section{Money for the ESF }

There was a letter from Jan Drenth formally asking for a CCP4 contribution
towards the workshop taking place in York on the 8/9 Januray. This had arisen
when Phil had told the ESF that CCP4 would have surplus money which had to
be spent this financial year. The ESF had contributed programming effort to
the CCP4 suite and had a legimate call on some of the funds.
Keith said that the money was requested to
cover the cost of accomodation and subsistence for the students and tutors,
the ESF could then withdraw some of its money which would be spent on another
workshop later in the year. Tony noted that the workshop was advertised as
an ESF meeting and CCP4 would do better to spend money on a later joint
ESF/CCP4 meeting. This was agreed and Tony proposed the motion that CCP4
contributes to a future meeting rather than the York meeting. The proposal
was seconded but further discussion led to the feeling that this was
too open ended as support had to depend on what funds are available. Instead
Tony proposed that if funds permit CCP4 would contribute be a joint ESF/CCP4
workshop after the '95 January study weekend. Hilary seconded the proposal and
all agreed. The chairman said he would reply to Jan Drenth telling him of the
decision.

\section{Abolition of SERC}

Peter Lindley and Neil confirmed that CCP4 would come under the BBSRC after abolition
of SERC.

\section{Grant renewal}

This is due in the September round. Sue asked whether the proposal should go
via the CCP steering committee, who meet in May. Neil said he would check this
and the date the renewal is due with Julia Goodfellow (new CCP chairman). The
grant proposal would go to biological sciences and it was unclear whether the
BBSRC would top-slice money for the CCPs in the way that SERC had done.
David Rice felt this was not a problem as the last grant renewal had received
very strong support from biological sciences. The last renewal
only covered travel costs and in future it might be more appropriate
to ask for an extra person and money towards the administration costs as
well as travel. The meeting agreed that Neil and Sue should work on the grant
proposal for CCP4 renewal.

\section{Next Study Weekend}

Keith said that thurs/fri (as this year) was a disaster for European travel.
David Rice explained
the reasons for the dates chosen this year and said that this could be reveiwed.
Various universities would be able to do fri/sat if Chester College could
not manage these days. Eleanor said that the Daresbury staff were happy to
organise meetings at York. Lindsay suggested data validation as a possible
topic for next year. The decision for the date and topic were left for
WG2 to decide.

\section{Database of European Crystallographers}

Keith said that mail addresses and other information for all European protein
crystallographers had been collated by Wojtek R. at Hamburg and Joel Sussmann
was now taking over this task. Daresbury staff had been unable to help because
of the restrictions of the UK data protection act. Peter Lindley pointed out
that there
was already a world directory of crystallographers. Phil said he would be
sending names and addresses on the database to each site to be checked.

\section{Documentation Workshop}

Eleanor reported that a documentation workshop had taken place at York and lots
of tidying up and rewriting had taken place.

\section{Cif Format}

Eleanor explained about the move towards using the Cif format. It will enable
information about the crystallographic experiment to be passed to the databank along
with the coordinates.

\section{Any other business}

{\em Electronic distribution of the newsletter} \\
The costs of distributing the newsletter are around \pounds 2000 for
photocopying plus postage. Tony argued that electronic distribution would
just distribute the costs. However, the idea would be to read the
newsletter at a terminal and not to print off large numbers. Peter Lindley
suggested
liaising with the IUCr (Brian McMahn, Peter Strickland) who are implementing
electronic distribution of Acta Cryst. David Rice pointed out it would still
need sending out to commercial sites who are not on World Wide Web. It was
agreed that the secretary should do a feasability study.

\section{Venue and date of the next meeting}

The next meeting will, as usual, be on the first morning of the next
study weekend, in the same place as that meeting.
