\section{Approval of the minutes of the last meeting}

The minutes were approved with the proviso that the third sentence in
\S8 should be deleted. (The recruitment policy was determined by
SERC rules.)

\section{Matters arising from the minutes}

\begin{itemize}
\item [\S3.] The CCP4 extension has been approved from 1/10/92 for
  three years; thus another application will be due in September '94.
  The grant awarded was \pounds24k for the three years.
\item [\S6.] No public announcement of the new release of the suite
  had been made.  It was suggested that {\em Acta Cryst.}~{\bf D}
  would be a suitable forum for this.
\end{itemize}

\section{Chairman's business}

Following David Blow's resignation as chairman, Neil Isaacs has taken
over, effective from 1/1/93. He expressed appreciation of David
Blow's work on behalf of the project, which had set it in a sound
state scientifically and financially.

Wojciech Wolf had resigned as CCP4 Secretary and the position was
currently vacant. Neil expressed appreciation for Wojciech's work on
behalf of the project and thanked David Love as acting secretary.

The secretary position had been advertised and interviews held. The
Daresbury personnel office were still processing the result, which
consequently could not then be made public.\footnote{Sue Bailey
  (Manchester) has been appointed, and will take up the position at
  the end of April '93.}

\section{EC `Human Capital and Mobility' proposal}

An application for funds under this initiative had been prepared and
submitted by David Blow and Wojciech Wolf. The aim was to support the
study weekend. The application had been unsuccessful (Jan Drenth
said) because it was to support an existing meeting, not something
new. It was agreed that it was not worth trying to pursue this source
of funds.

\section{Finances}

David Love presented the current state of the CCP4 finances (summary
attached). He explained that some firms which had had the suite in
1992 did not appear to have been invoiced for it and he was pursuing
this. Money had been received from two (@\pounds5k) and was expected
from another three. The small amount of extra income was from the
\pounds50 charge now being made for all tape orders. The purchase of
a workstation for CCP4 use at Daresbury had been approved by WG2 and
was being funded jointly from Daresbury and CCP4 funds. There was a
projected carry-over similar to the previous year.

Phil Evans questioned whether the project was solvent in view of the
small commercial income and was assured that it was. Concern was
expressed about the small commercial uptake. Herman Watson again
expressed concern that the commercial fee was too large but others
felt it was small in comparison to most licensing charges for
comparable amounts of software. Phil Evans suggested presenting it
more clearly as an annual licence. The new secretary should follow up
the problem with income. (David Love had collected paperwork for a
considerable number of companies who had paid in the past and could be
approached to take the latest version.) John Helliwell said that our
charge would look very reasonable compared with the proposal from
Biosym for producing a complete crystallography suite (a copy of which
was circulated with the last WG2 minutes). Keith Wilson pointed out
that the fall of the pound made the charge look a lot more reasonable
from abroad. Neil stated that there was no intention of reducing the
charge.

\section{Redistribution of CCP4 by equipment manufacturers}

A letter had been received---and was circulated at the meeting---from
Tsuneyuki Higashi at Rigaku inquiring whether Rigaku could
re-distribute the suite bundled with their detector systems and other
accompanying software, passing payment on to Daresbury. It stated
that Rigaku had ``no intention to get any profit from this \dots{}
arrangement. We just want to enhance the R-AXIS sales by this sort of
service.''

Various working group members had strong feelings on the matter.
Keith Wilson and Eleanor Dodson strongly disapproved in view of
Rigaku's record (particularly with regard to {\tt mosflm}) and
experiences with MSC over {\tt squash}. Keith also disapproved of the
possibility of dealing with one firm and not others; the same
opportunity should be offered to all relevant companies.

John Helliwell noted that Japanese crystallography was expanding,
Rigaku was respected and the situation in Japan was rather different
in significant ways from that in the West. In particular, their
computer networking is surprisingly restricted and he queried whether
distribution to Japan was currently working. David Love said that a
number of tapes had been requested from, and dispatched to Japan, from
Daresbury.

John said that Higashi had spent time in the UK and been impressed
with CCP4\@. Eleanor queried his seniority and influence in Rigaku.
She mentioned the problems with the service that would be expected
from Rigaku users and problems with maintenance if distribution was
not done from a single source. David Rice was in favour of
investigating the possibilities of the arrangement with care,
especially for the opportunity of raised profile for CCP4\@.

Neil proposed writing to Higashi, welcoming the approach but refusing
politely, and would do this himself. The new secretary should write
to others in the same spirit.

\section{Any other business}

\begin{description}
\item[Study weekend] The question of the topic for the next study
  weekend was raised and deferred to Working Group 2 as customary.
  However, Keith Wilson suggested 3D structure validation, tied in
  with EC work.

\item[Citations] Phil Evans suggested collating citations of work
  using the suite for future use in justifying funding. This should
  be a job for the new secretary. Eleanor pointed out the difficulty
  of persuading people to send stuff and collating it. It was felt
  that the proposed {\em Acta\/}~{\bf D} article would help,
  particularly by providing a real reference.
\item[Industrial representation] Phil Evans reported that Alan
  Wonacott had queried the possibility of industrial reps.\ on the
  working parties. (Alan was on the Working Group 2 list, but was the
  only industrial person to be so.) Lindsay Sawyer felt that
  companies who licensed the suite should be entitled to send a rep.\
  to Working Group 2. Although the meeting was happy to have Alan
  Wonacott attend, it was felt that he shouldn't be asked without
  contacting other companies and that they could be invited to
  nominate someone as a WG1 observer to represent all industrial
  groups. David Rice said the same could be done for WG2.
\item[Finance again] Keith Wilson suggested charging in ECUs for the
  suite or revising the pricing annually in view of the exchange rate
  changes. It was thought that there could be a problem in the future
  with getting too much money in licence fees; if so, the meeting
  subsidy should be increased. John Helliwell thought that the
  licence fee was too low and wanted the meeting subsidy increased
  further.
\end{description}

After the meeting Paula Fitzgerald gave a short presentation of the
state of the macromolecular CIF proposal to replace the PDB coordinate
format.

\section{Venue and date of the next meeting}

The next meeting will, as usual, be on the first morning of the next
study weekend, in the same place as that meeting.
